Excessive Idling Subject to be Fines From 2002
2002년부터 과도한 공회전 시 벌금 부과
Drivers may face fines starting next year if they *idle the engines of their cars for over two minutes while parking in Seoul streets.
* idle : not working, to waste time doing nothing: 기계가 헛도는
내년부터 운전자들은 내년부터 만일 서울 시내에서 주차중에 2분 이상 공회전할 시에는 벌금을 물게 된다.
``To reduce the amount of auto *emissions that pollute the air,
we've decided to *implement new regulations, under which penalties will be imposed on those who idle their cars for unnecessary amounts of time,'' said a Seoul City official.

"자동차 배기량에 의한 공기오염을 줄이기 위해, 우리는 장시간 불필요하게 엔진을 공회전 시키는 운전자에 대해 새로운 규정을 적용하기로 결정했다"고 한 서울시 관계자가 말했다.
The regulations are expected to be applied in major bus terminals, drive- in movie theaters and downtown districts in Seoul, where there are *severe levels of air pollution resulting from auto emissions, starting next January.

이 규정은 내년 1월부터 공기오염이 심각한 대형 버스터미널과, 자동차전용극장, 그리고 시내 중심가에서 실시될 예정이다
``We are *drawing up related regulations as the anti-air pollution law is expected to be *revised within the first half of this year,'' the city official stated.

" 우리는 현재 준비중인 공기오염방지법 관련 법안을 올해 상반기안에 개정되도록 할 것이다"라고 서울시 관계자는 언급했다.
The two-minute time limit on idling of engines was set based on the *recommendations of automobile-related institutes.

2분 이상 자동차 엔진의 공회전을 금지하는 법안은 자동차연구소들의
권고에 의해 입안되었다.
Cars were found to need less than two minutes to warm up their
engines after having their *ignitions started, even in the winter.
* ignition: the electrical circuit which starts an engine: 점화장치
자동차는 심지어 겨울에도 2분 이하의 엔진 예열로도 충분히 시동이
걸린다.
For diesel-powered buses and trucks, however, since they require
more time, they will be permitted to idle for up to five minutes.
보다 많은 시간이 든다는, 디젤 연료를 쓰는 버스나 트럭에 대해서도, 5분의 예열 가동만이 허용된다.
In the revision plan, set to be presented before the National
Assembly, the maximum fine for idling is 500,000 won, but as the
penalty is too steep, it is predicted to be fixed between 40,000 and 50,000 won, the same amount as for parking *violations
* violation : to disregard or act against (a promise, etc.) : 위반
국회에 상정된 수정된 계획에서, 벌금의 최대치는 50만원이지만, 이는 너무 터무니없이 과다하므로, 불법주차와 비슷한 4만원이나 5만원 선에서 결정될 것으로 보인다.
