Lee Calls for Special Prosecutor to *Investigate Political Funds

Opposition leader Lee Hoi-chang yesterday called for the
*appointment of a special prosecutor to conduct an independent
investigation into all political funds used by the ruling and opposition camps, including President Kim Dae-jung and himself.

한나라당의 이회창 총재는 김대중 대통령과 자신을 포함한 여야의 모든 정치 자금에 대한 독립적인 수사를 진행할 특별 검사를 임명해달라고 어제 요청했다.
Lee, president of the Grand National Party, made the remarks in his New Year's press conference as part of his efforts to *repel
ever-mounting attacks from the ruling camp and the prosecution over the alleged illegal financing committed by his party's *predecessor, the New Korea Party, during the 1996 general elections.

At the press conference held at the GNP headquarters in Yoido, Lee vowed to mount offensives against President Kim and the ruling camp, noting that President Kim's party has been trying to *dismantle the opposition party in a *sinister scheme to extend its status as a ruling party beyond 2003, when a new president will take office.

여의도 한나라당 본사에서 열린 기자 간담회 도중 이 총재는 민주당이 2003년 이후에도 여당으로서의 위세를 연장하려는 악의적인 계획으로 야당을 붕괴시키기 위해 애쓰고 있다고 언급하면서 김 대통령과 여당에 대한 공세를 가하겠다고 결의했다.
``I don't want to see the Kim administration end up in disgrace. But the ongoing political scheme against the opposition party forces me to stand firm against President Kim and the ruling party to keep democracy *intact and bring the Korean economy back to health,'' Lee told reporters.

*Accusing the prosecution of standing at the forefront of wrecking the GNP, Lee demanded an immediate *halt to the ongoing probe into the alleged *diversion of the state intelligence agency's budget to the then ruling party.

I believe that only a politically *neutral special prosecutor can bring to light the truth behind the operation of political funds in Korean politics,'' Lee said. ``The GNP will sincerely cooperate with the independent prosecutor in the investigation. If ever found guilty of knowingly receiving illegal funds from the spy agency, the GNP will humbly apologize to the people and bear the resulting consequences.''

*Blasting President Kim for ``leasing'' ruling party lawmakers to its coalition partner, the United Liberal Democrats (ULD), to make it a floor negotiating party, Lee claimed that the four ``*defected'' ruling party lawmakers should be immediately sent back to the ruling Millennium Democratic Party (MDP) if the ruling camp wants to see the parliament return to normal.

``Even though the ULD was *registered as a negotiating bloc in the Assembly, the GNP cannot accept it as a `politically' lawful dialogue partner,'' Lee said.

Criticizing President Kim for lacking the proper *recognition of the economic situation as it is, he said that the government keeps churning out stop-gap measures to revive the economy based on misguided government economic policies, putting on the backburner much-needed restructuring in corporate, financial, public and labor sectors.

percent unemployment rate for this year will only hurt public
confidence in the market in the end.''

Lee emphasized that it is not an appropriate time to discuss the amendment to the Constitution to introduce a two term, four-year presidency system, cautioning against the ruling camp's tactics of drawing a new map in the political landscape by splitting the opposition party over the issue.
``The new system might complement the current single five-year
presidency.
However, the GNP should guard against any divisive tactics by the ruling camp,'' Lee said.
In regard to relations with former president Kim Young-sam, Lee
emphasized that there is no gap of opinions between the GNP and
the former president's camp over the prosecution's probe into the illegal election funding, and said that he would visit him at an appropriate time.
It he visits Kim at an inappropriate moment, it would only instigate wild speculation regarding the prosecution's ongoing investigation, he said.
He expressed negative views on the revision of the controversial
National Security Law (NSL), saying that it would cause an
unnecessary division between rightists and leftists over the issue at a time when the nation needs the undivided support of the public for the rehabilitation of the economy.
On North Korean leader Kim Jong-il's visit to Seoul, the opposition leader said that he would not oppose the trip as long as it is not part of the North's strategy to communize the Korean peninsula and the North Korean leader makes an unreserved apology for waging the Korean War (1950-1953) and terrorist acts.
