Middle School Education to Be Free Next Year
내년부터 중학교도 의무교육
President Kim Dae-jung yesterday *instructed the *expansion of
government- provided free education from the current level of
elementary school to middle school, beginning next year.
* instruct : to give directions or commands to : 지시하다, 가르치다
* expand : enlarge : 확대하다
김대중 대통령은 어제, 현재 초등학교까지인 정부 지원의 무상교육을 내년
초부터는 중학교까지 확대하라고 지시했다.
Kim issued the *directive while being briefed on the education *budget
by Prime Minister Lee Han-dong and the education and planning and
budget ministers.
* directive : a general instruction issued authoritatively : 지령, 지시
* budget : a plan of how to spend money :예산.
김 대통령은 이한동 국무총리와 교육부 및 기획 예산처 장관들로부터 교육
비 예산을 보고받는 자리에서 이런 지시를 내렸다.
"Let's put into practice the people's right to receive an education, as
is *stipulated in the *Constitution, by providing free middle school
education starting next year," Kim said.
* stipulate: cite in a written statement, 명시하다. 명문화하다.
* Constitution : law determining the constitution of a government : 헌법
"내년부터 중학교 교육을 무상 지원함으로써 헌법에 명시된 국민의 교육 받
을 권리를 실천하도록 하자."라고 대통령은 언급했다.
Accordingly, the Education Ministry announced ways to *implement the
"nine- year *compulsory education system" in the afternoon.
* compulsory : required by rule; obligatory : 의무적인
* implement : to carry out : to put into practice : 실행하다
따라서 교육부는 이날 오후 "9년 의무 교육제"를 실행해 옮길 방안을 발표
했다.
The system is expected to be *applied first to students who will enter
middle schools next year, and be completely implemented from 2005.
* apply to : be directly related. 적용하다.
이 제도는 내년에 중학교에 입학하는 학생들에게 처음 적용될 것이며 2005
년이 되어야 완전히 실행될 것으로 보인다.
The current education law, *enacted in 1986, stipulates a state-funded
six- year elementary and three-year middle school education. But only
19.5 percent of middle schools have *benefited due to budget
shortages thus far.

* benefit : receive some useful aid; 도움을 받다, 혜택을 입다.
1986년에 제정된 현행 교육법에는 초등 교육 6년, 중학교 교육 3년을 국가
가 지원하도록 명시되어 있다. 그러나 이제까지는 국가 예산 부족으로
19.5%의 중학교만이 혜택을 받아왔다.
"The gradual expansion of free education will cost 1.4 trillion won
annually," Chong Wa Dae spokesman Park Joon-young said.
"무상 교육의 점진적인 확대로 연간 1조4천억원이 소요될 것이다."라고 박준
영 청와대 대변인은 언급했다.
