A *disgusting incident took place early Wednesday morning in Seoul, making ordinary citizens realize once again how important power is in this country.
* disgust : to provoke to loathing, repugnance, or aversion : 매우 싫어하다, 넌더리내다
수요일 오전, 서울에서 참으로 어처구니없는 사건이 발생하여, 다시 한번 시민들로 하여금 우리 나라에서 "권력"이 얼마나 크게 위세를 떨치는 지를 실감케 했다.
National Assemblymen elected in a popular vote for parliamentary democracy, have mighty power the people *vest them with as leading members of society. But their given status must be accompanied by *noblesse oblige.
* vest : give as a fixed right : 권한을 부여하다
* noblesse oblige : 높은 신분에 따르는 도덕적인 의무
의회 민주주의 제도하에서 국민의 직접 선거를 통해 선출되는 국회의원들은 사회의 주도적인 지위와 함께 강력한 권한을 부여받게 된다. 그러나 그들에게 부여된 지위는 그에 따른 도덕적인 의무를 동반하기 마련이다.
Unfortunately, few are faithful to this cause with many of them being the target of much public criticism for their *undisputed quest for selfish and *partisan interests.
* undisputed : accepted without question : 명백한, 당연한
* partisan : one that takes the part of another, : 정당의, 당파의
그러나 공교롭게도, 많은 국회의원들이 실제로 자기 중심적이고 당리추구적인 태도로 인해 많은 국민들로부터 비난의 대상이 되고 있는 실정이어서, 위와 같은 대의를 성실하게 지키는 의원은 매우 드문 실정이다.
Two *chauffeurs of the ruling Millennium Democratic Party lawmakers *blatantly humiliated the authority of law enforcement as they ran *amok in a drunken *stupor at a Seoul police box, physically and *verbally *abusing the apparently *intimidated officers.
* chauffeur : driver : 운전사
* blatant : offensively noisy or obtrusive : 떠들썩한, 시끄러운
* amok : in a murderously frenzied manner: 미친 듯이 날 뛰는
* stupor : a torpid state often following stress or shock: 무감각, 마비,
* verbally : in spoken words and not in writing : 말로, 구두로. 동사로.
* abuse : treat badly / insult : 악용하다/ 욕설, 도전, 비행
* intimidate : threaten : 위협하다
여당인 민주당 국회의원의 두 운전사들은 만취되어 인사불성인 상태로 서울의 한 파출소에서 근무중인 경관들에게 구타나 욕설을 퍼부으면서 경찰당국을 농락했던 것이다.
What made us sad and angry is that the policemen at the scene were helpless in the face of the violent act of the drunken parliamentary officials, one of whom *allegedly shouted, ``Don't you know who I am? I'll have you all punished.'' Even the *deputy chief of the police box suffered injuries requiring two weeks of medical treatment in the *turmoil

우리를 진정 슬프고 화나게 만든 것은, 당시 현장에 있던 경관들이 만취한 운전사들의 난폭한 행동 앞에서 속수무책이었고, 그 중 한 운전사는 "내가 누군지 몰라? 너희들 가만두지 않겠다" 라고 소리치기까지 했다는 사실이다. 심지어 두 운전사가 소란을 피우는 중에, 부소장은 전치 2주의 부상을 입었다.
The lawmakers' chauffeurs were taken to the police box on suspicion of beating the owner of a ``noraebang'' or singing room and destroying equipment there while intoxicated at about 12:20 a.m. They were *criminal suspects But the police officers simply endured their violence apparently because they are chauffeurs of ``powerful'' lawmakers of the ruling party.

이 운전사들은 자정이 가까운 시간에 술에 취한 상태로, 노래방 주인에게 주먹을 휘두르고, 노래방 기물을 파손시킨 혐의로 파출소에 연행되었었다. 그들은 형사피의자였던 것이다. 그러나 경관들은 분명 그들이 "막강한" 여당의원들의 운전사라는 이유만으로, 그들의 폭력을 참고 당하기만 했던 것이다.
Adding salt to injury was the fact that one of the two criminal suspects fled in the midst of the *tumult though he later surrendered. The police later asked the court to issue an arrest warrant for the other one on charges of interfering with a government official in the *execution of his official duties and *booked the *fugitive without physical *detention
* tumult : disturbance, riot : 소란, 소동, 떠들썩함
* execution : putting a condemned person to death : 사형집행, 처형
* book : enter charges against in a police register : 입건하다
* fugitive : one who flees or tries to escape : 도망자, 탈주범
* detention : confinement : 구류, 유치
더욱 격분을 금할 수 없는 사실은 피의자들 중 한 명이 혼란한 틈을 타 달아났다가 나중에 출두했다는 것이다. 후에 경찰은 다른 한 운전사에 대해 공무집행방해 혐의로 법원에 구속영장을 신청했고, 달아났던 운전사는 불구속 입건했다.
This kind of incident is unfortunately nothing new to us. There have been many similar cases involving ``those in power.'' This has been possible because the principles of law and order have not been *upheld In other words, *law enforcement has not been fair.
* uphold : support or approve, confirm : 지지하다. 승인하다. 확인하다.

안타깝게도 이번 사건은 처음 듣는 사건이 아니다. "권력자"가 연계된 그와 유사한 사건들이 많았었다. 이는 법과 질서의 원칙이 유지되지 않았기 때문에 일어난 일이다. 즉 법 집행이 공정하게 이루어지지 않았다는 것이다.
MDP lawmakers should assume moral responsibility for the *brutal act of their drivers and make an apology, and the names of those involved should be made public to warn others, thus helping to prevent such an incident from *recurring
* brutal : causing suffering and pain : 혹독한, 잔인한
* recurrence : the state of occurring again : 재발, 재연
해당 민주당 의원들은 본인의 운전사의 난폭한 행위에 대해 도의적 책임을 지고, 사죄해야 할 것이며, 이번 사건 관련자들의 이름을 공개하여, 다른 의원들에게도 경각심을 일깨워 줌으로써, 다시는 그러한 사건들이 재발되지 않도록 막아야 할 것이다.
It is not that difficult to imagine the two drivers usual behavior in light of what they did at the police box. The old saying ``like father (lawmakers), like son (their chauffeurs)'' is perhaps true after all, as this incident so clearly shows.
파출소에서 보인 위 두 운전사의 행동들을 보건대, 그들의 평소 행동거지도 불 보듯 뻔하다. 이번 사건에서 명백히 알 수 있듯이, "그 아버지(국회의원)에, 그 아들(운전사)"라는 우리 옛말이 결국 그르지 않은 듯하다.
