Proving their world-notorious rivalry again, the ruling and opposition parties are engaged in a total war at the very start of the new century, *throwing a wet blanket over efforts to overcome the economic difficulties.

여야는 21세기 새아침부터 경제난 해소 노력에 찬물을 뿌리면서, 세계적으로 악명 높은 전면적인 대치 상황에 돌입했다.

The extreme *confrontation between the ruling Millennium Democratic Party (MDP) and the opposition Grand National Party (GNP) is contributing only to spreading a public worry that the political unrest caused by their irresponsible *partisan-oriented *wrangling may further aggravate the economic crisis.

The seriousness of the parties' ``all or nothing'' war in an apparent lose-lose game is that it broke out at the very time the *ailing economy was starting to show some good signs of recovery, *spearheaded by the *bullish stock market and the progress in the restructuring of the financial sector.

그 누구도 승자가 될 수 없는 뻔한 게임으로서, "타협의 여지가 전혀 없는" 심각한 여야 대접전은, 주식 시장의 오름세를 시작으로 해서, 금융부문의 구조조정 진전으로, 어려운 경제가 다소 회복 기세를 보이기 시작하고 있는 지금 이 때 촉발되어, 더욱 심각한 문제가 되고 있다.

Right now, the *bipartisan *antagonism is certain to *cripple the extraordinary National Assembly scheduled to open Wednesday to act on urgent restructuring-related bills, among others. But the current situation makes it unclear whether they can be passed in the special *sitting

지금의 여야 갈등은, 분명 화급한 구조조정 관련안 처리를 위해 수요일 개회되는 국회 특별위원회를 파행으로 치닫게 할 것이다. 그러나 현 상황으로는, 그 법안들이 그 특별 회기 중에 통과될 수 있을지 불투명하다.

It is needless to say that political unrest will certainly lead to another economic crisis and the rival parties' *prolonged fight will delay the restructuring that is one of the most urgent and important tasks for an early recovery of the national economy.

정치적 불안은 분명히 또 다시 경제위기를 초래할 것이며, 꼬리에 꼬리를 무는 여야 분쟁은, 국가경제의 빠른 회복을 위해 가장 시급하고 중요한 과제 중 하나인 구조조정과업을 지연시킴은 두 말할 필요도 없다.

We cannot but suspect at this *juncture that our political leaders have not the slightest love for their nation in light of their *imprudent behavior that is *standing in the way of economic recovery. It is also doubtful if they have the ability to administer state affairs and livelihood of the people who elected them.

이러한 상황에서 우리는, 국가 정치 지도부가 경제회복에 걸림돌이 되고 있는 그들의 무분별한 행동들을 지켜볼 때, 그들이 진정 조금의 애국심이라도 가지고 있는지 의심하지 않을 수 없다. 또한, 그들이 과연 국정 현안과, 본인들을 손수 뽑아준 국민들의 민생을 처리할 수 있는 능력을 가지고 있는지도 의문스럽다.

Even ordinary citizens who are less educated and able than the
politicians can easily *figure out that the dirty political battle will harm the economy by rapidly *freezing the stock market that was showing signs of recovery and *hampering the restructuring programs. It is quite *disheartening that they devote themselves only to obtaining an edge over their political partners, paying no heed at all to the questions related to the lives of the people.

도로 동결시키고, 국가 구조조정안을 저해함으로써, 우리 경제를 더욱 어렵게 하고 있음을 쉽게 간파할 수 있다.

Our politicians have to take lessons from Taiwan and Southeast Asian countries who are suffering from economic *debacles due to political unrest.

우리 나라 정치인들은, 정치적 불안으로 인해 국가경제의 도산 위기를 맞게 된 대만이나 동남아국가들로부터 느끼는 바가 있어야 할 것이다.

For instance, the instability in the foreign exchange and stock markets in Taiwan has been largely due to political chaos.

한 예로, 대만의 정치적 혼란의 주범이 외환시장과 주식시장의 불안이었던 것이다.

Such politicians who are always in a dirty *tug-of-war over seizing *hegemony over their rivals are not supposed to ask the people suffering from reduced income or unemployment to endure the pains of restructuring. No one in the government or other sectors is willing to take the lead in restructuring whose fruits will only be *tangible after a long time, while the political world is in a state of *acute confrontation.

여야 간 추한 줄다리기식 주도권 정쟁을 계속하고 있는 정치인들은, 소득감소와 실업으로 인해 힘든 처지에 놓인 국민들에게, 국가적 구조조정안에 따른 고통을 감수해 줄 것을 감히 요구할 수 없을 것이다. 정치계가 첨예한 대립 구도를 유지하는 한, 정부나 각처 관계자 중 그 누구도, 오랜 시간이 지난 후에야 실체적 성과가 드러나게 되는 구조조정을 선도하려 들지 않을 것이다.

It is simple logic that enterprises, including foreigners, will invest only when Korea's future is certain and *trustworthy and consumption once again rises. It is really regrettable that the politicians representing us seem unable to understand this common logic.

외국인을 포함한 기업가들은, 한국의 미래가 확실하고, 믿을 수 있을 때만이 우리나라에 투자하려 할 것이며, 그럴 때 다시 소비가 다시 활기를 찾게 됨은 간단한 논리이다. 실로 유감스럽게도, 우리를 대표하는 정치인들은 그러한 일반 논리를 이해하지 못하는 듯하다.

Yet, one crystal clear fact is that there must be an exit at the end of the tunnel, no matter how dark it is. Now is the time when leadership is needed to make the first step, though difficult, toward the exit.

그러나 한 가지 명백한 사실은, 아무리 어둡고 긴 터널이라도, 그 끝부분에는 탈출구가 있기 마련이라는 점이다. 바로 이 때야말로, 우리 지도부가 그 탈출구를 향해, 아무리 힘들더라도 첫걸음을 내딛어야 할 때이다.

The leaders of the ruling and opposition parties who are responsible for
the current chaotic situation are obliged to find a *breakthrough.

타개책

현 혼란스러운 상황을 초래한 여, 야 지도부는, 타개책을 모색해야 할 것이다.

Textbooks teach us that basics of politics are dialogue, negotiation and compromise. The two conflicting sides urgently need to have a dialogue and produce mutually acceptable terms at any cost. Their political interest should not *precede national interest. They have to read the mind of the people right now and they have to grasp the *whereabouts of public sentiment before the people totally lose confidence in politicians *obsessed only with forcing their rivals to *give in.

교과서대로라면, 정치의 기본은 대화, 협상, 타협이다. 분쟁을 계속하고 있는 여, 야는 시급히 대화를 통해, 어떠한 방식으로라도 상호 수용가능한 타협점을 찾아야 할 것이다. 그들의 정치적 이익은 결코 국가 이익보다 선행될 수 없다. 여, 야는 지금 현재의 국민의 목소리에 귀를 기울여, 국민들이, 상대당의 굴복만을 강요하는데 혈안이 되어 있는 정치인들에게 완전히 신뢰를 잃어버리기 전에, 국민 여론의 근본원인을 파악해야 할 것이다.

Politicians, irrespective of their political *affiliations used to stress the need of co-existence or a ``win-win situation.'' What they need but so far have miserably failed to realize is that the people are fed up with their empty words and promises. This is a game none of us can afford to lose.

지금까지 정치인들은 여,야 할 것 없이, 모두 상생의 정치, 즉 "모두가 승자가 되는 상황"의 필요성을 역설해왔다. 그러나 그들은 개탄스럽게도, 국민들이 정치인들의 공허한 약속들에 식상해, 지쳐버렸다는 사실을 깨달아야 했다. 지금은 우리가 절대로 물러설 곳이 없는 상황이라는 것을 알아야 한다.
